Dutch-headquartered communications firm VimpelCom owns 60 percent of Telecel with the remaining 40 percent being controlled by Empowerment Corporation (EC), a local consortium. In January this year, Telecel came under fire over failure to comply with local empowerment laws which require a ceding of 51% shareholdings to locals. In August, 2013 POTRAZ renewed the mobile companys’ licence following an undertaking to make an initial payment of the requisite $137,5 million 20- year licence before the end of the year. The agreement was cancelled two months ago, following Telecel’s failure to honour the agreement.
